El General de Ejército Raúl Castro, presidente de los Consejos de Estado y de Ministros de Cuba, cedió la presidencia Pro Tempore de la CELAC a Laura Chinchilla, mandataria de Costa Rica, durante la clausura de la II Cumbre.

Raúl explicó que en la cita se alcanzaron acuerdos en temas trascendentales como la declaración de la región como zona de paz y aseguró que para erradicar la pobreza se necesita fomentar la solidaridad y la cooperación entre las naciones de América Latina y el Caribe, para lo cual Cuba seguirá trabajando en el seno de la CELAC.

La mandataria costarricense, por su parte, agradeció y felicitó al pueblo y el gobierno cubanos por la organización de la Cumbre y expresó el inmenso honor y responsabilidad que significan asumir la presidencia de la organización.

La CELAC –dijo Chinchilla-, existe para desarrollar iniciativas y lograr mayores aliados entre los países. Costa Rica se compromete a trabajar para que la organización coadyuve a hacer más orgánico y eficaz el andamiaje integracionista de nuestro hemisferio.

Necesitamos una mayor articulación orgánica en áreas como el comercio, la salud, la educación, las inversiones, la justicia y las tecnologías. Necesitamos más catalejos y menos espejos retrovisores, añadió.

Finalmente, Laura Chinchilla destacó los aportes de Chile y Cuba, que precedieron la presidencia Pro Tempore, pues "junto a ellos hemos desarrollado una mayor madurez y capacidad".

La Jefa del Estado costarricense, que realizará elecciones próximamente, dijo estar convencida de que su sucesor tendrá igual voluntad de diálogo con América Latina y el Caribe.

América Latina y el Caribe, declarados zonas de paz por la Celac

La Comunidad de Estados Latinoamericanos y Caribeños declaró a América Latina y el Caribe zona de paz, sin armas nucleares, y región de respeto a los instrumentos internacionales de los que son parte los Estados miembro.

El presidente cubano, Raúl Castro, leyó el documento que declara a la región zona de paz, durante la Segunda Cumbre de la Celac que concluyó hoy en La Habana.

En el texto se expone que América Latina y el Caribe son una zona de paz y se incluye el respeto a los instrumentos internacionales de los que los estados miembros son parte y los principios y de los acuerdos y resoluciones al respecto de la ONU.

El documento destaca el objetivo del bloque de "desterrar para siempre el uso y la amenaza de uso de la fuerza en la región" y subraya que "se aplicará el compromiso de no intervención en los asuntos internos" de ninguno de los 33 países de la organización.

También alienta la práctica "de la tolerancia y de vivir en paz como buenos vecinos" y el "derecho inalienable de todo Estado para elegir su sistema político, económico y social" con el fin de contribuir así a "la convivencia pacífica entre las naciones".

"Conscientes de que la paz es un bien supremo y anhelo legítimo de todos los pueblos y que su preservación es un elemento sustancial de la integración de América Latina y el Caribe y un principio y valor común de la Celac", expresa el documento.

El texto puntualiza la relevancia del Tratado de Tlatelolco para la proscripción de las armas nucleares en la región, que estableció la primera zona libre de armas nucleares, en un área densamente poblada, consignaron las agencias Ansa y Prensa Latina.

La resolución de Celac compromete a los estados de la región a continuar promoviendo el desarme nuclear como "objetivo fundamental y contribuir con el desarme completo para aumentar la confianza entre las naciones".

En la sesión de hoy, pública, hablan al pleno los  jefes de Estado y de Gobierno que no intervinieron ayer.

El punto final de la conferencia en La Habana, tras aprobar la Declaración Final y un programa de trabajo para 2014, será el traspaso de la presidencia pro tempore de Cuba a Costa Rica.(EFE)

La II Cumbre de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) comenzó sus deliberaciones públicas en plenaria, tras una sesión a puertas cerradas en el gran salón del recinto ferial de PABEXPO, en La Habana.

Estadistas de la región, al frente de sus respectivas delegaciones, intervinieronen la jornada vespertina del encuentro, cuyo lema es "Lucha contra el hambre, la pobreza y la desigualdad".

El presidente cubano, General de Ejército Raúl Castro, dio la palabra como primer orador de la sesión a Ban Ki-moon, secretario general de la Organización de Naciones Unidas. La CELAC está integrada por 33 naciones del área, sin la presencia de Estados Unidos y Canadá, y este martes sus representantes comenzaron a evaluar la Declaración de La Habana, consensuada con anterioridad por los cancilleres del mecanismo integracionista. El documento trata los problemas de los países de América Latina y El Caribe, sobre todo la necesidad de combatir los flagelos socio-económicos, financieros, medio ambientales, y la situación de los pueblos originarios y afro descendientes, según Abelardo Moreno, portavoz del foro. Moreno especificó también que en este segmento de alto nivel serán consideradas un grupo de declaraciones especiales, que ya habían sido examinadas por los Coordinadores nacionales del evento, y el Plan de Acción 2014. Cuba inaugura el puerto más moderno de la región

Los presidentes de Cuba y Brasil, Raúl Castro y Dilma Rouseff, junto a otros mandatarios de la región, inauguraron la terminal de contenedores del Puerto del Mariel, la obra ingeniera de mayor complejidad y el proyecto económico más ambicioso emprendido en los últimos 50 años.

Se trata de la creación de un puerto capaz de recibir a los barcos Super-Post-Panamá, los de mayor calado, que está dotado con una terminal de contenedores capaz de atender las necesidades de Cuba y prestar servicio a otros países del área.

Además en torno al puerto se inicia una gigantesca Zona Especial de Desarrollo Económico, para recibir inversiones extranjeras, que se regirán por legislaciones especiales y diferentes fórmulas de contratación laboral.

La inauguración se realizó en medio de la II Reunión Cumbre de la Comunidad de Estados Latinoamericanos y del Caribe (CELAC), que se desarrolla en La Habana con la presencia de todas las naciones del continente, excepto EEUU y Canadá.

 La terminal podrá mover unos 800 mil contenedores al año, con lo cual Cuba podrá prestar servicios a otros países del área

Las obras dotaron a Cuba del primer puerto con capacidad de recibir barcos de 200 mil toneladas y sus 4 grúas pueden mover alrededor de 822 mil contenedores de 20 pies cada año, el doble de capacidad actual del puerto de La Habana.

En el Mariel se ha dragado un canal con una profundidad de 17.9 mts, suficiente para que puedan entrar los barcos de mayor calado, una obra que era imposible realizar en la capital debido a que la entrada de la bahía es atravesada por un túnel.

Los administradores aseguran que Mariel es la terminal más moderna de América Latina y la mandataria brasilena explicó que el proyecto se realizó con créditos de su país y que se mantendrá LA  colaboración.

El 99% de los trabajadores que se emplearán en el puerto son cubanos, muchos de los cuales se entrenaron en Argentina y China. Y para agilizar los trámites, las operaciones se realizan de forma digital, según explicó a la prensa el Director General de la Terminal, Charles Baker.

 Los controles son muy estrictos, las instalaciones cuentan con una planta de control de radioactividad y la entrada y salida de contenedores es registrada con video para determinar en que vehículo se trasportan y hasta que chofer conduce el camión.

La Zona Especial de Desarrollo del Mariel está ubicada a 50 km al este de la capital cubana , abarcará una superficie inicial de 45 km  cuadrados pero se planea que siga creciendo hasta los 400 km kilómetros cuadrados. Allí las inversiones extranjeras recibirán facilidades similares a la de una zona franca.

Los Coordinadores Nacionales de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) ya han aprobado más de 20 declaraciones especiales de las más de 30 en discusión, informó hoy Rogelio Sierra, viceministro de Relaciones Exteriores de Cuba.

Estos serán presentados el lunes a los Cancilleres, y luego abordados por los Jefes de Estado y de Gobierno durante la II Cumbre del mecanismo de integración los días 28 y 29 de enero.

Entre los textos ya aprobados se encuentran el referido al Desarme Nuclear; el de la necesidad de poner fin al bloqueo de Estados Unidos contra Cuba; la designación del ex vicepresidente ecuatoriano Lenín Moreno como enviado especial del Secretario General de la ONU para temas de discapacidad y accesibilidad; una iniciativa para levantar un monumento permanente a las víctimas de la esclavitud y de la trata trasatlántica de esclavos; un reconocimiento a los pueblos andinos por los esfuerzos realizados para promocionar la quinua como alimento nutritivo durante el 2013; y el respaldo de la CELAC a los diálogos entre el Gobierno colombiano y las FARC-EP.

Este sábado los Coordinadores Nacionales habían aprobado la declaración de América Latina y el Caribe como zona de paz, y la decisión de establecer un Foro de Cooperación China-CELAC.

Asimismo, afirmó Sierra que ya se puede hablar de una Declaración de La Habana, porque hay un alto consenso sobre su contenido. Hay una alta motivación para concluir los trabajos esta noche, añadió.

El viceministro cubano de Relaciones Exteriorenes, Abelardo Moreno, inauguró en la mañana de este sábado la Primera reunión preparatoria de Coordinadores nacionales que enrumbarán el camino hacia la la II Cumbre de Jefes de Estado de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) a celebrarse en la Habana los días 28 y 29 de enero.

 Moreno, anunció un importante número de documentos a elaborar durante las cuatro jornadas de trabajo que desarrollarán los coordinadores nacionales y que serán presentados el lunes a los cancilleres. Los textos deberán ser finalmente aprobados por los Jefes de Estado y Gobierno que asistan a la magna cita.

 La reunión preparatoria se desarrollará entre sábado y domingo y será a puertas cerradas.

 Cuba, que ocupó durante el 2013 la presidencia pro témpore del mecanismo de concertación, entregará la dirección a Costa Rica durante el encuentro al más alto nivel.

Aprueban en Mayabeque propuestas para Premio Anual de Periodismo Juan Gualberto Gómez

El ejecutivo provincial ampliado de la Unión de Periodistas de Cuba (UPEC) en Mayabeque  aprobó las propuestas de los profesionales del territorio que optan por el Premio Anual de Periodismo Juan Gualberto Gómez en las diferentes  especialidades.

Gómez tuvo una fecunda labor como periodista. Desde la profesión combatió la  esclavitud y el colonialismo. Su pluma fue incisiva al demostrar la hipocresía de los gobiernos que intentaban devorarse la Isla. Enfrentó con dignidad, condenas y deportaciones.

María Elena Fernández Ruíz                  Radio Mayabeque.

Directora de la Revista Informativa Portada de Hoy que supo mantener ese espacio entre los más escuchados de la planta durante el año 2013.  A inicios de año se presentó la Revista al Festival Provincial de la Radio y la Televisión en Mayabeque, logrando el primer premio. No se limitó a sus funciones como directora sino que aportó géneros a las diferentes emisiones mediante un uso consecuente y diversificado de los géneros. Es miembro del Ejecutivo de la UPEC en la emisora. Su evaluación anual fue Excepcional.

Redactora reportera de prensa que mantuvo una labor sistemática y de calidad durante todo el año 2013, realizando coberturas a eventos de primer nivel por orientación dela dirección de la planta y del Partido provincial. Laboró utilizando los más variados géneros y el desarrollo de múltiples temáticas, sobresaliendo las denominadas como priorizadas.  Su evaluación anual fue positiva.

Redactora-Reportera de prensa con una excelente y sistemática labor durante el año 2013. Dio una destacada cobertura durante dos meses a la situación higiénico-epidemiológica que tuvo la ciudad de Güines con la aparición de cólera. Hizo un uso acertado de la crítica y logró la solución de problemas que afectan a la comunidad. Es la presidenta de la delegación de base de la UPEC. Su evaluación anual fue positiva.

Mantuvo una inserción destacada en la página web de la emisora, la cual atendió de forma preferente por indicaciones de la dirección de la emisora. Ubicó en la red multiplicidad de trabajos de los más variados temas y géneros, cumpliendo con las normativas que establece el periodismo digital y utilizando un lenguaje claro y certero  que unido a una adecuada selección fotográfica contribuyó a reforzar la imagen Cuba. Fue una labor consecuente y sistemática que le mereció una evaluación excepcional. Forma parte del Ejecutivo provincial de la UPEC:

Su vinculación con el periodismo digital fue en función de la Página WEB de la emisora y su versión en Facebook. En esa red social también mantuvo una articulación sistemática con la página del periódico Mayabeque, con trabajo de calidad y alta repercusión. Durante el año mantuvo la actualización sistemática de su Weblog donde publicó trabajos personales y selecciones de medios nacionales u otros colegas. Su trabajo en la red se caracteriza por un adecuado lenguaje, una inteligente selección temática, el uso de fotografías de apoyo a los diferentes materiales y con la realización de variados géneros periodísticos que reforzaron en todo momento la Imagen Cuba hacia el exterior.

Es la weblog con más visitante y  de mayor connotación en la provincia debido a la entrega y sistematicidad del propuesto. La Weblog fue premiada como la mejor de la provincia en el año 2013 durante el Festival Provincial d e la Radio y la Televisión.

Las funciones que realizó en el año dan más mérito a lo que logró en el periodismo digital ya que se desempeño como Subdirector de Programación e Información de la emisora provincial Radio Mayabeque y como Presidente de la UPEC de la provincia.
